Routes {@link SignalEnvelope}s arriving from GEB to the listeners registered for their key.

Internal: use {@link me.tamkungz.signals.SignalBus} instead. The class is public only because the

dispatcher GEB generates for {@link SignalEnvelope} lives in this package and must reach it.
